56th Veteran of the Quarter, Todd Lemoine

Todd Lemoine was born in Chalmette, LA. A Holy Cross Alumni, Lemoine enlisted in the United States Marine Corps in May, 1987 and retired after 26 years in December 2013 at the pinnacle rank of Sergeant Major. His last command was the Sergeant Major of Anti-terrorism Battalion, 4th Marine Division, Marine Forces Reserve Command. The Anti-Terrorism Battalion consisted of 12 companies with a strength of 1500 plus Marines, located in 12 states across 7 time zones and was the largest and most geographically dispersed within the 4th Marine Division. The Battalion trained, prepared and deployed for operations that were directed by Headquarters Marine Corps via the Joint Chiefs of Staff and supported operations in Iraq, Afghanistan, South America, Africa, Yemen as well as the Global War on Terrorism.

Lemoine’s personal decorations are the Meritorious Service Medal, Navy and Marine Corps Achievement Medal with 2 gold stars in lieu of third award, Combat Action Ribbon and countless Letters of Appreciation.

Along with his success in the USMC, Lemoine’s civilian career has shown to be very rewarding. Starting in law enforcement with the St. Bernard Sheriff’s Office in June 1992. In November 2004, Captain Lemoine retired early from the St. Bernard Sheriff’s Department.

Lemoine then assumed employment with Marine Forces Reserve G3 Anti-terrorism/Force Protection, working in the Anti-terrorism Officer billet as a Protection Operation Specialist IV. He served in this position from November 2004 till January 2011. February 2011 Lemoine was selected for Government Service as the Deputy Director of Protection. Lemoine was named Federal Government Senior Civilian of the Year 2016 and 2020. Lemoine retired from the Federal Government / Department of Defense as a GS14, Director of the Protection Division and Anti-terrorism Officer for Marine Forces Reserve Command G3 December 2021. Lemoine has accumulated more than 35 years of Federal, State, and Local Government experience in Law Enforcement, Homeland Security, Protection, physical Security, Critical Infrastructure, Anti-terrorism and Emergency Management.

In November 2021, Chief Lemoine assumed his position as the City of Kimberling City Chief of Police. December 2023, Lemoine named Guardian of the Year 2023. May 2024, Lemoine was named Missouri Chief of the Police of the Year Top Cop.

Lemoine attended Our Lady of Holy Cross College and E.P. Nunez College early in his careers receiving an Associate of Applied Sciences in Computer Engineering, graduating with honors. Lemoine is affiliated with the following groups and organizations, Krewe of Endymion, King (2016) Krewe of Lourdes, Protection Executive Committee, Joint Terrorism Task Force New Orleans, Anti-terrorism Advisory Council, Mid-States Organized Crime Information Center, South West Police Chiefs Association, Missouri Chiefs of Police Association, and International Association Chiefs of Police.

Todd is married to Jodi Bridges-Lemoine, a physical therapist, formerly of Springfield, MO. He is the father of three boys, Nicholas, Talon and Quinn and currently resides with his family in Kimberling City, MO.
